Reminds me of Mozgus from Berserk. He was just a frightening character.
I think this class is balanced because of how it works.
Long casting times are offset by a high defense/evade rate.
PS: Knock is already a skill by Rurik

It also work better in teams. Dual Inquisitor would be fun. (one doing the marking, another preaching.... or a Lock and Iron Maiden Combo)

discombobulated is a real word i believe it means angry. but over time it has turned into a word ppl use to describe something as messed up or messy. but its original meaning and i believe the meaning in some dictionaries is angry.

Now, I really hated this character.

And for the uninformed, "Mozgus" fragged a guy using a book.

On topic reply:
For determing strength of skills, instead of using numbers, use a base number + X, where as X is the level of the governing attribute.
Example:
Confessional Punishment
Sugzom's Judgement 15e | 3/4s C | 15 R
Touched target foe and all adjacent foes takes 20+2X holy damage.
If actionjack's Inquisitor has 10 points in "Confessional Punishment", then "touched target foe and all adjacent foes" would suffer 20(base) + 2 times 10 holy damage, which equals to 20+20=40.
Hence, if actionjack's Inquisitor has 10 points in "Confessional Punishment", and he uses "Sugzom's Judgement" on a target foe, that foe and all adjacent foes would suffer 40 damage.
Try it.

Somewhat related to topic reply:
There we go, as promised, the scene in which "Mozgus" the "Inquisitor", "fragged" a guy with a book.

Criticism:
I think the "Book" is best suited as an off-hand item, a focus item, perhaps. And possible to be used as an attack through some skills, as depicted in the scene above.
Suggestion:
For "weapon", perhaps something like a "magical cross" would suffice? The attack animation would probably resemble something like holding out the cross, then some form of divine light shoot out?

Haha.. yeah.. Mozgus is not a friendly fellow...
You might even spot some of his influence in this Concept Class too.
Book is changed to Tome, with some additional details about it (its not a physicall damage weapon). I would still keep the it.. just so it can have soemthing extra differnt. But of couse, you can still go with a mace/wand and off hand of book/cross-ish icon/ rossary should you like it.
Also re-adjust the primary to tone it down.
Also added few skills, and some armor description.

this class is pretty cool, i enjoyed reading your idea on this one action jack.. be pretty cool to be a phycho spell thingy like this is, although the primary seems a little powerful to reduce spell damage that much though.

I guess i didn't read in detail enough last time, espcially about the cool preaching power things. I like how the one thing is actually pretty useful, almost like it's own mantra of eh i think consentration, except for those preach things.
Wouldn't a knockdown end a preach regardless if you had
Shield of Words:
15e | 1r | 45r: Allow you to take (1…3) hits and still maintain focus on the next preach skill casted.
Cause i mean, no matter how focused you are, a hammer beating you on the head kinda would make me for one lose focus :P
